International economic development institutions stand in a key position to encourage cross-sector infrastructure sharing because they provide a significant portion of the funding for sharable infrastructure in developing countries. The economic development institutions can improve the incidence of infrastructure sharing with relatively little incremental public expenditure while sustaining and encouraging facilities-based competition in the telecommunications sector.
This section includes three parts:
- Encourage neutral and decentralized passive infrastructure ownership
- Provide technical assistance to public sector stakeholders
- Plan for cross-sector sharing in all new infrastructure projects
