Approaches to Enhancing Demand for Broadband Networks and Services

Module 6, “Driving Demand for Broadband Networks and Services,” recognizes that, although supply-side issues are important, simply building networks does not guarantee that they will be used or used most effectively. This module thus focuses on the issue of demand facilitation: what government and the private sector can do to spur the use and adoption of broadband networks and services by consumers. In particular, this module identifies various policies that may be implemented where demand is stifled because consumers are not aware of the benefits of broadband, broadband is not affordable, or broadband is not attractive or relevant to them. This module also highlights the importance of public-private cooperation to facilitate demand and increase broadband access to a wider number of users worldwide.
